Empire Systems has developed a holistic and sustainable communication process with a people-orientated service delivery focus that is participative, educative, and ensures information exchange and dissemination.

We support the decision-making process by providing an effective channel for the participating customer to influence the operational, implementation and decision-making processes, although the final decisions will remain prerogative of the council as the service provider.

We also specializes in community-based marketing, a complex process that requires innovative and unconventional approaches to ensure success. Stepping out of the “commercial marketing box” is required in order to address the core aspects of culture, service development, marketing and communications, risk management, customer service and even operational structuring.

Empire Systems follows an integrated approach to training and communications and has also gained valuable experience in training and capacity building that does beyond raising general awareness to actual perception and behavioral change.

  • Knowledge Awareness and Perceptions (KAP) surveys are conducted to identify perceptions, knowledge levels and general misconceptions that have to be addressed.
  • Community liaison and participation - it is imperative that any awareness raising The facilitators are appointed from within the targeted community in order to ensure that the skills are retained within the community but also to show respect for, and uphold the dynamics of, the community.

  • Train the trainer – Empire Systems team believes in community capacity building and as such community-based facilitators are employed to conduct the awareness training on the progress of a project, the problems it is facing and the efficiency with which it is being implemented. Evaluation normally takes place at the end of a project and involves not only the gathering of information, but also an in-depth analysis of qualitative and quantitative elements of the project against agreed key performance indicators. It is of crucial importance that an awareness and education program is based on the prevailing perceptions of the target community.
